Brno - The Brno city council has approved a document that is a step towards a new zoning plan. It should be approved at the turn of 2021 and 2022. The preparatory material titled "Guidelines for the Zoning Plan" will still be approved by the council in June. It was created based on comments on three variants of the draft zoning plan, which began to take shape in 2010 and the work was interrupted in 2013 due to the non-existence of regional principles for spatial development. According to Deputy Mayor Martin Ander (SZ), the proposal for the zoning plan should be completed in a year. Ander told ČTK.
Brno has been waiting for a new zoning plan for several years. After the work was interrupted, the coalition of the ČSSD and ODS approved a so-called major update, which was, however, annulled by the court for being unreviewable. Because of this, the plan from 1994 is currently in force, which already does not meet many requirements. The law mandates that municipalities must produce a new zoning plan no later than the end of 2022.
Brno discussed whether to have a completely new zoning plan drafted or to continue with the unfinished concept. It chose the second option, yet according to Ander, it will effectively be a new zoning plan. Development areas were designated for different uses in each concept, and according to the approved guidelines, one use will be chosen for each area. "However, the new zoning plan will be primarily different in that building regulations will look different than before. Instead of the floor area index, which determined the maximum number of floors in buildings and some developers tried to circumvent it in various ways, each area will have a specified type of building and its maximum and minimum height," said Ander. It will thus be clear where single-family homes, blocks of apartments, or scattered developments will be located. "At the same time, there is an effort to make the plan more flexible so that updates do not have to be made for every minor detail," added Ander.
Once the draft is completed next year, it will go into public discussion, which is likely to repeat several times. "Furthermore, we expect an update of the regional principles of spatial development, which will also need to be incorporated," said Ander.
During the following year, the Office of the Architect of the City of Brno will work on materials for some problematic buildings in the city that have not yet been satisfactorily resolved. These include the underground railway, the so-called New City Boulevard, the cemetery in Soběšice, Juranka, and tunnels under Úvoz. "These are buildings that are either in the concept or in the existing zoning plan, and the Department of Spatial Planning and Development cannot incorporate the suggestions of local governments in their case. This includes the removal of tunnels under Úvoz, the mentioned cemetery, or the northern part of the new boulevard. Therefore, we will also approve so-called suggestions from local governments and city districts with the task for the Office of the Architect of the City of Brno to prepare materials on which these changes can be incorporated into the draft zoning plan," explained Ander. Some smaller changes will be possible to incorporate during the creation of the proposal, some only subsequently. "However, the creation of the proposal cannot be postponed; we do not have that much time," added Ander.
