According to activists, the package of changes, which includes more than 10,000 pages and nearly a thousand maps, is confusing. Due to minor changes, black constructions will be legalized, and it will be possible to build parking lots or shops in green spaces, Hana Chalupská from the Nesehnutí movement informed ČTK today. Activists have launched a website through which people can send their opinions to the councilors. According to the city hall, residents had ample time to express their views on the plan. "The city hall is proposing to reject public comments and objections and is masking the restrictions on green spaces with new, but flawed formulations," Chalupská stated. She believes that councilors have little time to prepare for the discussion from today. "If they don't eat, sleep, go to work, or prepare for any other agenda item for a week, they have one minute to read each page of the update. During this time, they also have to review all the attached maps. Therefore, it is almost impossible for someone to discover hidden threats," Chalupská thinks. Activists claim that the changes to the zoning plan often favor developers. "An example is the Aupark Shopping Center next to Zvonařka, which is not in line with the current zoning plan, but the update accommodates it. The already weak rules for the construction of hypermarkets are further relaxed," Chalupská stated. She added that the update will allow the construction of parking lots and shops on current green spaces and will legalize illegal constructions by changing green land into building plots. According to Pavla Žára, spokesperson for the Brno city hall, people had enough time to familiarize themselves with the proposal and submit comments. "We approved the assignment for the update back in 2009. We published the prepared proposal in the first half of last year. Throughout the second half of the year, numerous meetings were held regarding the proposal, not only at the city hall level but also in the city districts. Everyone had the opportunity to familiarize themselves with the update," Žára told ČTK. He added that people had access to the document until mid-February in the city hall building and that a public discussion with expert presentations from the developers took place in early February. Brno proposed an update to the 20-year-old plan, arguing that it is necessary for the city's development. People sent around 2,000 comments on this, approximately the same number of comments lacked the necessary requirements to be taken into account.
