Brno - The Brno City Council will recommend to the council to approve the acquisition of approximately 200 changes in the zoning plan. If the council approves them in a week, the transformation will take over a year, said the mayor's deputy Martin Ander (SZ) today to ČTK. According to him, the proposals do not have a city-wide significance, but pertain to local areas. They include, for example, the possibility of constructing family houses or apartment buildings, as well as the expansion of the area of the Brno University of Technology under Palackého Hill, Ander added. In Brno, there has been a zoning plan in place for more than 20 years. Its renewal was supposed to come from a so-called update, which the representatives approved last June. According to the former leadership, it responded to the needs of the city to be able to develop forward. However, in January of this year, the Regional Court in Brno annulled the update due to the unreviewability of certain decisions. For this reason, the city wants to make changes in parts until a new zoning plan is created. The first part of changes concerning flood protection measures or measures for safe cycling was approved by the representatives this April. "We propose to approve the second package of changes to the council, which will meet next Tuesday. If the representatives approve it, we can begin implementing the changes. However, it will take more than a year, so they could start to take effect around the beginning of 2017," said Ander. According to him, the package of 200 changes includes proposals that citizens, companies, and municipal districts have approached the municipality with. "The changes do not have city-wide significance, but people have been waiting for them since the period between 2002 and 2010, when no changes were made due to the preparation of the update. When the court annulled the update, we cannot tell people to wait several years for a new zoning plan. Therefore, we will implement non-conflicting changes gradually," Ander noted. The current changes will relate to the possibility of building family houses, for example in Řečkovice, Maloměřice-Obřany, and other city districts. "An interesting project is being offered on Šedova Street between the city districts of Židenice and Vinohrady, where an apartment building could be created. In Brno, there is a demand for housing, and therefore we must make changes. If we want to attract new people and receive shares from tax revenues for them, we need to be able to offer them housing," believes the deputy. He noted that if people settle in surrounding municipalities, it is not advantageous for the city. "Their transportation to work in the city falls on our shoulders, but we lose tax revenues that we would receive if they had permanent residence in Brno," he reminded. The city will start preparing a new zoning plan only when the Principles of Territorial Development of the South Moravian Region are completed. A regional document was annulled by the Supreme Administrative Court in 2012. South Moravian Region is now preparing new principles. "The new zoning plan for the city is estimated to be a question of about six years. Until then, we will be making changes," Ander added.
