Brno - The leadership of Brno has prepared a schedule with the Office of the City Architect of Brno (KAMB) to ensure the drafting of a new territorial plan by the end of 2022, as required by law. At a press conference, Mayor Markéta Vaňková (ODS) stated this. Public consultations are scheduled to take place in the spring of 2021. The new document will replace the current plan from 1994, which was last updated in 2009.
The creation of the new territorial plan was already addressed by the previous leadership of the city. After discussions, the responsibility for the drafting was eventually taken on by KAMB. Currently, 18 full-time employees are working on it. The new document is intended to allow for more flexible city development, as the current plan does not meet demands in many respects. A new feature will be that instead of a floor area index, the plan will determine the maximum height of buildings in a given area. This should eliminate disputes with developers.
The discussions planned for spring 2021 take into account that in September or October 2020, the South Moravian Region is expected to issue updated principles of territorial development, which the city must incorporate into the territorial plan. The drafting of the plan is expected to finish in 2022.
To address all comments from local authorities and the public, an expansion of the department of territorial planning and development is planned, along with other steps to expedite the process.
Brno has also been preparing a package of changes to the current territorial plan for several years, which KAMB ultimately worked on after unsuccessful tender processes. However, since the release of some changes would take too long, the package was split into two parts. Changes that are straightforward and are not expected to meet resistance should be discussed in the spring of next year and then released. These will then be simply transcribed into the new territorial plan. More complex changes, which require environmental impact assessments, will not be made and will be incorporated directly into the new territorial plan.
