Brno - According to regional councilor Antonín Tesařík (KDU-ČSL), Brno could have worked on a new territorial plan in previous years without having to wait for the approval of the Principles of Territorial Development of the South Moravian Region (ZÚR), he said today at a press conference. He argued with the position of the Ministry for Regional Development and noted that some other municipalities in the region had developed a new territorial plan. However, Brno's deputy mayor Martin Ander (SZ) disagrees, stating that Brno does not know how to place major linear constructions in its territory due to the non-existent ZÚR. "There is a position from the Ministry for Regional Development saying that cities can make territorial plans even without existing ZÚR. Territorial plans have been approved in Blansko, Kuřim, where the R43 highway is planned, Znojmo, and Hodonín," Tesařík supported his argument. He added that due to the canceled update of the territorial plan, Brno is now in the year 1994, since that is when the city last had a regulatory document. "A new one must be in place by 2020. The region offers cooperation so that we can jointly examine how Brno and its immediate surroundings can be served in the future," Tesařík said. There is still the issue of the problematic routing of the future R43 highway from the north to the D1 highway and other higher-class roads in the south of Brno. "ZÚR is a document at a scale of 1:100,000 and only defines corridors that need to be specified in territorial plans," Tesařík noted. However, the proposal for ZÚR anticipates that only territorial reserves will be used for major roads in Brno and the surrounding area, and that a subsequent study after the approval of ZÚR will address the specific routing of road paths. Ander considers the creation of a territorial plan before the approval of ZÚR to be at least illogical. "We could make a plan without major constructions, but for Brno, it would be a meaningless document. The region would have to state how it wants to route linear constructions, but it will not say this even within the framework of ZÚR. Such a territorial plan would be very risky, and we do not want to go the way of regional ZÚR that were annulled by the court," said Ander. He also mentioned court statements that support his arguments. "We want to have a basis for the territorial plan and that is the superior regional document," Ander added. Regional councilors are expected to take note of the proposal for ZÚR on Thursday, and since then, it should hang on the notice board. Municipalities, associations, and citizens will then be able to comment on it. The region will need to address all comments and wants to approve the document before the elections in the fall of next year. "We are doing everything possible so that the court has no reason to annul the document again, although I do not delude myself that it will not be challenged again," Tesařík said.
