Brno - Brno has completed the process of updating the urban plan, which was annulled by the court this January, and will discuss the necessary changes in smaller parts. The council has already approved part of the changes. These relate to flood protection, measures for safe cycling transport, or non-conflict changes that small landowners and city districts have been waiting for, stated the mayor's deputy Martin Ander (SZ) today to ČTK. The city reacted to the January decision of the Regional Court in Brno, which annulled last year's approved update of the urban plan due to the incomprehensibility of some decisions. Therefore, the 20-year-old plan still applies. To conclude the update process, 37 out of 55 council members raised their hands. The first part of the necessary changes was supported by 30 councilors. The conclusion of the update and the approval of changes were submitted to the councilors by the city councilor. "We were deciding between following up on the court-annulled update or starting the necessary changes from the beginning. Both options would take the same amount of time, but the latter is more transparent," said Ander. The councilors approved the first part of the changes that concern the city-wide systems. "In addition to flood protection and measures for cycling transport, these also include basic elements of nature protection or new traffic routing in the southeastern sector of the city," said Ander. He considers these changes to be non-conflict unlike some passages from the annulled update. The update was handled by the previous city leadership of ČSSD and ODS, and the councilors approved it last June. According to former mayor's deputy Ladislav Macko (ČSSD), who was responsible for its preparation, the city was responding to its development needs. Fifteen entities, led by activists from the Nesehnutí movement, filed a lawsuit against the change. They argued that the document legalized illegal constructions, allowed construction in green areas, and favored developers. Among the plaintiffs was also the current coalition councilor Mojmír Vlašín (SZ), who had previously been in the opposition. The court annulled the update because some changes, such as those concerning functional areas or increasing the floor area index, were not justified.
