Brno - The Brno councilors want to reconsider the necessary changes to the zoning plan from the beginning. The first of them will be presented to the council in April. They particularly concern flood protection, measures for safe cycling traffic, or non-conflicting changes that small landowners and city districts are waiting for, said Martin Ander (SZ), the mayor's deputy, to ČTK. The councilors are responding to the January decision of the Regional Court in Brno, which annulled last year's approved update of the zoning plan due to the incomprehensibility of some decisions. Thus, the over 20-year-old plan still applies. The councilors decided between two options. "We could either intricately link to the court-annulled update or discuss the necessary changes anew from the start. The analysis showed that both options are roughly equally time-consuming," Ander stated. However, according to him, the option to start anew is more transparent. "It provides applicants for change with greater legal certainty. Therefore, we propose to the council to definitively end the update process and discuss the necessary changes in a separate and new process," said Ander. The discussion of changes will be gradual and in several waves. "We will start the first one at the April council meeting, and it will concern city-wide systems. In addition to flood protection and measures for cycling traffic, these are also fundamental elements of nature protection or new traffic management in the southeastern sector of the city," Ander mentioned. According to him, the city considers these changes to be non-conflicting, unlike some passages of the annulled update. The update, which was processed by the previous city leadership from ČSSD and ODS, was approved by the councilors last June. According to the former deputy mayor Ladislav Macek (ČSSD), who was responsible for its development, the city reacted to its development needs. Fifteen entities led by activists from the Nesehnutí movement filed a lawsuit against the change. According to them, the document legitimized illegal constructions, allowed development in green areas, and favored developers. Among the plaintiffs was, for example, the current coalition councilor Mojmír Vlašín (SZ), who was previously in opposition. The court annulled the update because some changes, such as those regarding functional areas or increasing the floor space index, were not justified.
