During her two-day visit to the South Moravian Region, the minister participated in a joint meeting of the Brno City Council and the South Moravian Regional Council. "I was asked whether it is possible for the city to develop a zoning plan when the final form of the principles is not available. The city does not have to wait for the county principles. The amendment to the Building Act allows this from January 1, 2013," Šlechtová said. Although the regional councilor responsible for zoning planning, Antonín Tesařík (KDU-ČSL), claimed that the city could develop a plan regardless of the county's principles but in cooperation with the county, Ander asserted the opposite and pointed out that the city cannot move forward with the plan and must wait for the principles. "Theoretically, it is possible, but practically not. We do not know how we would incorporate traffic constructions into the zoning plan if the county has not decided where they should go. The city of Brno will also send an official letter to Šlechtová, asking for her opinion on the possibility of developing the plan. "We want to have legal certainty to avoid the risk that someone would legally contest both the zoning plan and the principles of territorial development," said Brno Mayor Petr Vokřál (ANO). According to South Moravian Governor Michal Hašek (ČSSD), the city should create a joint working group with the region that would collaborate on both the Brno zoning plan and the regional principles to ensure maximum agreement. "One of the proposed conclusions of the principles is a spatial study for a more detailed look at several issues in Brno, such as transportation networks," added Hašek. The South Moravian Region is the only region in the country that has not had any valid spatial planning document since its establishment in 2000. The previous principles were annulled by the Supreme Administrative Court in 2012. The city of Brno has also had to adhere to a 20-year-old zoning plan.
