The most cases, according to the Greens, are around the Brno Reservoir, but also in the municipal parts of Jehnice, Ořešín, and Ivanovice. The city council should therefore reject the proposal, the Greens assert. However, the city hall disagrees. According to Ander, the upcoming update is an example of a godfather approach to urban planning. "The changes will convert green areas and gardens into lucrative building plots. In the same way, Deputy Mayor Ladislav Macek retroactively legalized his family cottage by the Brno Reservoir," Ander noted. "But before it was over, the deputy arranged for a change in the zoning plan without discussion so that everything was in compliance, and therefore the proceedings were halted," Ander added. "I consider the analogy with the family villa by the reservoir to be a lie. It was created based on a proper notification to the building authority about the reconstruction of the original cottage, which had been on the site since the 1950s. Everything was according to the applicable regulations," stated Deputy Mayor Ladislav Macek (ČSSD). According to him, a professional company prepared the update of the zoning plan. "The intention was definitely not to legalize illegal constructions. The proposal is in accordance with the assignment from 2009 when Martin Ander was the deputy mayor for development. If something illegal is being legalized, it can only be based on his proposal," Macek added. According to Brno City Hall spokesman Pavel Žára, one thing is the opinion of the Greens, and another is the building law. "It obliges us to reflect individual constructions within the framework of the zoning plan. We cannot act as if some buildings do not exist," Žára stated. He added that it is a question of how individual building authorities proceed, permitting or not permitting constructions. "That is already beyond the reach of urban planning and is a matter of state administration," Žára noted. The Greens also point out the speculation with land. "A typical example is the transformation of gardens between Komín and Žabovřesky into lucrative plots for residential development," said Ander, adding that the non-building lands of gardens in the Kozí hora area were purchased by the company Avrioinvest.
