Nový Bor - The mayor of Nový Bor in the Česká Lípa region and chairman of the Association of Municipalities of the Liberec Region, Jaromír Dvořák (Mayors for the Liberec Region), has addressed an open letter to the Minister for Regional Development, Ivan Bartoš (Pirates), regarding the new building law. He asks when the Information System for Building Proceedings will be fully functional so that the entire process can be conducted through it, including all the necessary steps stipulated by the new building law and other regulations. The new building law came into effect on July 1 for all types of construction. The regulation, for example, abolishes double approvals for constructions and merges land-use and building proceedings into one. Building offices are required to contact other authorities themselves and obtain their opinions in what is called a coordinated binding statement. At the end, there should be a single stamp for the builder. Deadlines are set for processing permissions, and the law introduces a new division of constructions. The approval for some buildings has increased in cost since the beginning of the summer holidays. In the first days, the operation of the system encountered difficulties. The Ministry of Regional Development had previously stated that it intends to gradually fix the systems for digitizing building proceedings and add further functions in several-day intervals.
According to Dvořák, the new system is still unusable more than two weeks after its launch in terms of processing requests, such as for permission to intend and handling the entire process and all necessary steps. "Officials cannot deliver the file and request an opinion from a specific relevant authority, as not all of them are entered into the system. The office does not even see the requests that belong to it. Usable templates for documents are still not prepared, and a whole range of other issues prevent issuing decisions," Dvořák pointed out in the open letter.
He also stated that communication through the call center is not functioning. "We do not receive feedback – the operator asks for a phone number and email, claiming that our inquiry will be forwarded to specialists, and they will respond to us. Unfortunately, that is not how it works; no one gets back to us," stated the mayor of the municipality, under which 15 other towns and municipalities fall within the ORP (municipality with extended powers).
According to Dvořák, the ministry presents that the system is functional. "Yes, it is functional; it works in the sense that it can be started, logged in, and some partial actions can be taken. However, it will only be functional for building offices when they are able to successfully and legally handle the complete process of proceedings and everything associated with it. So now we have a new car that can be started, where various functions can be tested, but it won't drive, so you won't reach your destination, which should be its main purpose," said the mayor.
Dvořák is also concerned that due to the non-functional system, cities and municipalities will not be able to open the renovated schools, kindergartens, and children's and maternity centers by September, because they will not be approved. He is also interested in who will bear the responsibility for failing to meet the deadlines and timeframes set by the new law.
