Prague - The contract for the next parts of the Building Control Information System (ISSŘ), used by municipal building offices and relevant authorities, will cost nearly 24 million crowns. The supplier will be the company Servodata, the Ministry for Regional Development (MMR) announced today in a press release sent to ČTK. The first part of the system was developed by the company InQool for 37 million crowns, which, however, the Office for the Protection of Competition (ÚOHS) prohibited fulfilling as of September 23.
According to the MMR, it is possible to seamlessly continue with the further development and operation of the ISSŘ. The goal of the supplier will be to further develop and expand the system according to user requirements. According to the MMR's press release, the transition to a new supplier will be facilitated by the use of standard technologies and modular architecture, on which the ISSŘ is built. The winning company also uses InQool as a subcontractor.
Workers at building offices and relevant authorities have been experiencing problems with the system since its launch on July 1. The MMR previously stated that it regularly plans to adjust the systems. For now, the system meets legal requirements, with various functions expected to gradually be added. The MMR intended to deliver the digitization systems for building control modularly, meaning in parts, rather than as a whole, as previously planned by the ministry under Klára Dostálová (ANO). "The goal is the further development and expansion of the information system while taking user requirements into account," the MMR stated today in a press release.
The fact that the contract was won by Servodata was already reported on Sunday by Vice Prime Minister for Digitalization and Minister for Regional Development Ivan Bartoš (Pirates) in the TV Nova discussion program "Five Minutes to Twelve." According to the minister, the contract was awarded last Friday. Bartoš noted that he was surprised that the name of the winner was already known. The tender was announced by the MMR in August.
The ministry filed an administrative lawsuit against the previous decision of the ÚOHS and is awaiting its outcome. The ÚOHS issued a prohibition on fulfilling the contract for the current form of the ISSŘ in the spring. According to the office, the MMR in this case awarded a public contract without any competition, without fulfilling the legal requirements for using this procedure. In connection with the tender, the MMR was fined a million crowns, which is not yet final. The ministry will appeal against the fine.
