Prague - The development of a new construction permit system should start without delay and utilize as many components of the existing system as possible. This was stated today by the Confederation of Industry and Transport (SP ČR) in a press release. According to the confederation, citizens and companies could therefore benefit from the system as soon as possible, while also making use of the money spent on already completed work. The government decided today that it would not continue the development of the existing systems, but would announce a tender for a new one, which should be launched at the beginning of 2028. The government also decided that during the transitional period, the current online systems, which have been criticized by officials and builders since their launch in July, could be used concurrently with older systems.
Although the confederation hopes for the immediate development of the construction permit system, it is also necessary, according to SP ČR, for the system to be user-friendly and legally compliant. "It is also essential to carry out genuine digitalization and utilize modern procedures and ensure the interconnectivity of sub-systems, so that the requirements for builders in terms of documenting information recorded in the systems are eliminated, while at the same time remaining secure against excessive data provision and the acquisition of sensitive information," said the confederation's transport expert and deputy director of the economic policy section, Jan Šebesta.
Minister for Regional Development Petr Kulhánek (STAN) said today that the supplier of the new system would be able to use functional parts of the current systems if deemed appropriate. "We hope that as much as possible of the functional parts of the existing systems will be used so that the funds spent and the work done are utilized as much as possible," Šebesta stated. According to SP ČR, it is correct that the government allowed electronic submissions to continue and that builders will still be able to use the electronic version of documentation through the Builder's Portal launched in July. "This is a fundamental element of the digitalization of the construction permit process. Thus, there will not be a situation where everyone would be required to return to paper applications and paper documentation and circulate with it among building authorities and relevant bodies," added Šebesta.

The coordination of the development of the construction process was temporarily entrusted to Minister of Transport Martin Kupka (ODS). He collaborated with teams of experts and other ministries to prepare a system analysis, based on which the government subsequently decided not to continue their development.
