Prague – Responsibility for the further development of the digitalization of construction proceedings must be taken over by Petr Kulhánek (STAN) after being appointed Minister for Regional Development. This was stated by the Minister of the Interior and chairman of the STAN movement, Vít Rakušan, during the discussion program of Czech Television, Questions of Václav Moravec. The unsuccessful digitalization of the construction process cost the position of Kulhánek's predecessor, Ivan Bartoš (Pirates), and the government coalition is now trying to manage the situation. Coordination has been taken over by the Minister of Transport, Martin Kupka (ODS), and partly by the head of the Ministry of Labor and Social Affairs, Marian Jurečka (KDU-ČSL).
Kupka has created three teams that, according to him, will continue to work even after Kulhánek takes over the ministry. The Minister of Transport stated on Czech Television that he might hand over the agenda to Kulhánek still in October, but he would continue to cooperate on the development. Kupka intends to present a solution to the digitalization of construction proceedings to the government by October 16.
The digitalized systems for construction proceedings have been operational since July 1, and builders and officials from building authorities are complaining that they are not fully functional and complicate their work.
Rakušan also mentioned on Czech Television that he considers it reasonable for Karel Trpkoš to remain as Deputy Minister at the Ministry of Regional Development, even though this is fully within the competence of the next Minister for Regional Development. The Director of the IT Section at the Ministry of Labor and Social Affairs, Trpkoš is currently working on the technical solution for the digitalization of the construction process. He is also the author of an analysis of the main problems with digital construction proceedings.
President Petr Pavel could appoint Kulhánek as Minister for Regional Development on Tuesday morning. According to Prime Minister Petr Fiala, the new minister faces significant tasks.
