Prague - The approval of buildings will likely be possible in electronic form. An information system will be created for handling all matters related to building proceedings. The Chamber of Deputies may approve the proposed bill as early as next week. In today’s second reading, MPs proposed only minor amendments to the amendment, which is intended to shorten and simplify the proceedings for investors, designers, utility network managers, and officials.
The approval process is to be conducted through the builder's portal, which will offer, among other things, interactive forms. A data storage system for project documentation, actions in the process, and decisions will also be established. It will also be possible to keep a construction diary electronically. The proposal also includes the establishment of a geoportal for urban planning. An identification number for buildings will also be introduced, allowing for tracking their fate from approval to demolition.
The proposal, which has received the endorsement of the Ministry of Regional Development and previously had the support of all members of the guaranteeing administrative committee, is expected to come into effect in July 2023.
The amendment also introduces a digital technical map that will include updated data on roads, railways, electrical lines, water mains, gas pipelines, sewage systems, and data networks. It will contain information on what networks run in a specific location and who manages them.
This map is also intended to contribute to the simplification and acceleration of the building process and to reduce its administrative burden. ODS MP Martin Kupka wants the map to include transportation infrastructure or network construction plans. Pirate Ondřej Profant suggested, among other things, that the data in the map be kept as open data so that they can be easily reused.
At the end of October this year, the World Bank stated that the Czech Republic had dropped from 156th to 157th place in obtaining building permits, among 190 countries surveyed. In addition to the duration of processing, the bank evaluates other criteria such as transparency and complexity of the entire process. In the Czech Republic, obtaining the necessary stamps takes 246 days, seven times longer than in the fastest Singapore.
