ČKAIT: Digital construction management may threaten an unprepared state

Brno – The new building law plans to digitize the construction process by mid-2023. The process from preparation through permitting to the actual construction or management of the building should be faster and simpler thanks to electronic processing. However, digitization may face challenges from government procedures, said Robert Špalek, chairman of the Czech Chamber of Authorized Engineers and Technicians in Construction (ČKAIT), at the Engineering Day conference in Brno.


"Authorized persons are ready for the digitization of the construction process. However, we have doubts about government administration and its ability to unify methodologies for all relevant authorities that will continue to comment on the documentation during the 1.5 years leading up to the full effectiveness of the new building law," Špalek stated.

He pointed out that the state must ensure enough qualified officials for work in the digital environment when transforming building offices. According to him, another chapter is the preparation of this environment itself. "Construction documentation is extremely demanding in terms of data volume, so it will be necessary to increase connectivity capacity and ensure sufficient capacity on servers and clouds," Špalek added.

According to the new building law, the newly established Supreme Building Office must ensure a completely new information system for public administration by July 2023, which will allow remote access and provide digital services in accordance with the new building law. This will include, for example, a builder's portal, a national geoportal for spatial planning, a record of construction procedures, a record of electronic documentation, or an information system for construction management.

"A necessary prerequisite for the successful functioning of these systems is the existence of an e-collection and e-legislation, which the Czech state has been unsuccessfully planning since the beginning of this millennium. The original deadline for their operation on January 1, 2021, was postponed by parliament at the proposal of the Ministry of the Interior to at least January 1, 2022, and is now set for January 1, 2023. The second necessary prerequisite is the existence of fast internet throughout the Czech Republic," the chamber stated in a press release.
