Prague - The city's council may approve the Prague Building Regulations (PSP). The European Commission has approved a revised version of their wording. CTK was informed today by Mayor Adriana Krnáčová (ANO). Prague still has a period during which it cannot act on the regulations, so they can be approved only by May 25 of this year. If accepted, they will come into effect on August 1. The European Commission had reservations about the wording of the standard concerning the smoke flue regulations; Prague and the Institute of Planning and Development (IPR) revised the wording according to the objection.
"I can confirm that the European Commission has endorsed the PSP. This is crucial information not only for me but mainly for the whole of Prague, as the PSP is one of the most important documents that the capital possesses. Now we must wait until May 24, when the notification process will be administratively completed, and then we can adopt them," stated Krnáčová.
The commission raised objections due to concerns about discrimination against importers and demanded justification for why the regulations, approved last year, require exhaust pipes on roofs when there are also devices such as heaters or gas window heaters. Prague and IPR jointly modified the wording of the regulations to comply with the commission's views. According to information from CTK, the commission also reserved the right to assess the wording of the regulations even after Prague approves them.
The creation of the regulations was accompanied by problems for over a year. The regulations were created during the tenure of former mayor Tomáš Hudeček (then of TOP 09), but their validity was suspended by the Ministry for Regional Development last January. Prague ultimately submitted a revised wording, which has now been approved by the European Commission.
The building regulations are an implementing standard to the Building Act. They generally define requirements for land use and technical requirements for buildings. The effectiveness of the original building regulations was suspended for 15 months by the MMR last January.
Prague has had its building regulations as the only city in the country for over 100 years.
