Prague - If the Prague council composed of ANO, ČSSD, and the Troika (Green Party, STAN, KDU-ČSL) does not approve the building regulations on Tuesday, there is a risk that they will not come into effect in time and that the Ministry of Regional Development will cancel them. This is stated by the Deputy Mayor Matěj Stropnický (Green Party/Troika). At the beginning of the year, the ministry suspended the effectiveness of the regulations for 15 months. This occurred due to alleged errors and after strong pressure from the billboard lobby. Disputes over building regulations have been ongoing in Prague for several months. There are discussions that coalition partners will strive next week for someone else from the council, or the director of the magistrate, to take over the issues of the regulations from Stropnický. However, the Troika would view this as a violation of the coalition agreement. "Any delay would mean that the city jeopardizes the possibility of having its own building regulations under the Building Act," said Stropnický. Contrary to the original plans, the deputy is not preparing an amendment but a completely new regulation. According to Stropnický, this was required by the ministry in July because it would not be possible to notify the amendment to the European Commission. The ministry should start discussing the regulations in September, and after addressing comments, the city will send them for notification. They should then come into effect in February instead of the originally planned January. The building regulations introduce, among other things, new regulations for large-scale advertising and changes in construction in the metropolis. They establish height regulations for buildings, emphasize free accessibility of the city, especially for pedestrians and cyclists, alternative modes of transport and car-sharing, and energy efficiency of buildings. "The working team primarily responded to the repeated request to ensure sufficient spacing between buildings. The so-called sunlight access for residential rooms was also adjusted," stated the deputy. However, in recent weeks, the city hall has been commenting on the amendment, not the regulation that Stropnický will ultimately present to the council for approval.
