Expression of ČKA regarding the current situation concerning Prague's building regulations

The Czech Chamber of Architects (ČKA) is concerned about the events of recent days regarding Prague's building regulations, which threaten to seriously disrupt the stability of the legal environment for design and construction in Prague.
The Czech Chamber of Architects has long criticized the implementing regulations of the building law that govern general requirements for land use and construction. Therefore, ČKA and other experts welcomed the creation of Prague's building regulations, which represent a step in the right direction. It also seems reasonable to evaluate their effectiveness after a year and, if necessary, proceed with their amendment—as was decided upon their approval in July of this year.
As a professional organization, ČKA has long advocated for the discussion of professional topics to be conducted objectively and without unnecessary politicization, which hinders reasonable agreement on suitable solutions; it is unfortunate when decision-making on professional matters becomes the subject of political struggle or behind-the-scenes lobbying. The non-adoption of the technical amendment to Prague's building regulations by the Council of the Capital City of Prague this week and the resulting planned suspension of the effectiveness of the Prague building regulations by the Ministry for Regional Development is a very unfortunate solution that will only lead to further escalation of unpredictability in the legal environment for construction, including the design of buildings in Prague.
One of the missions of ČKA by law is also the care for the environment in which project activities are carried out— for this reason, we call on the leadership of the Capital City of Prague and the Ministry for Regional Development for an amicable solution in the form of a technical amendment to Prague's building regulations, which will be conducted with responsibility for the future of the Capital City of Prague.
