Prague - Prague will conclude the preparation of the technical amendment to the Prague building regulations and will continue only with the preparation of the substantive amendment. This follows from Tuesday's resolution of the councilors, the text of which is available to ČTK. The Ministry of Regional Development and the working group of the city hall did not consider a dual amendment of the regulations appropriate. The substantive amendment should be completed by the beginning of next year. Until then, general building regulations will continue to apply in the metropolis. Prague's building regulations have sparked a heated debate in Prague for several months. Their effectiveness was ultimately suspended by the Ministry of Regional Development in January due to several reservations. Among other things, it objected to the fact that the regulations lacked approval, known as notification to the European Commission. However, the dual amendment that the councilors subsequently decided on would not, according to the ministry, improve the situation. "There has been a backlash from city districts, building authorities, and even the ministry itself, which claims that even the technical amendment must be notified to the EC, which means at least another three months delay. In such a situation, it seems pointless to promote two amendments in parallel," recently stated František Korbel, the head of the preparatory group. The building regulations, which serve as an implementing regulation of the building law, were approved last summer by the previous city council under then-Mayor Tomáš Hudeček. Before they came into effect in October, they provoked a strong media reaction, especially from the billboard lobby. Advertising companies disagreed with the regulation of advertising that the regulations brought. Conversely, developers and architects welcomed the regulations at that time. The approved schedule states that the amendment referred to as substantive should be valid this autumn, with its effectiveness planned from January 1, 2016.
