Prague - According to the Ministry for Regional Development (MMR), the building regulations in Prague are illegal and unenforceable. A letter regarding their suspension will be sent in a matter of days, said Minister Karla Šlechtová at today's press conference. According to the Deputy Mayor Matěj Stropnický (Troika), who is in charge of urban development in Prague, it will take half a year to amend them. Until then, general rules and regulations will apply to the capital. "The Prague building regulations were implemented without complying with the law. Therefore, they are unenforceable," said the minister. According to her, it is not true that the MMR had only partial comments on the building regulations. For example, the missing notification to the European Commission is, according to her, fundamental. "The entire regulation must be reported to it, not just parts of it," she explained. The letter that will suspend the effectiveness of the valid new Prague building regulations will be sent by the ministry in the coming days. "We will give Prague some space to deal with it," Šlechtová added. Deputy Stropnický, based on his earlier statement, will present the draft amendment of the regulations, including a schedule, to Prague councilors at one of the January meetings. The first in the new year will be next Tuesday. The preparation of the amendment will then take a month from the council's decision. Another month will be needed for the feedback from city districts. Subsequently, the notification to the European Commission, requested by the MMR, will take three months. The Prague building regulations are an implementing regulation of the Building Act, the amendment of which the ministry is preparing. Even before they came into effect in October, they sparked a heated debate. The billboard lobby had launched a strong media campaign against them. They disagreed with the regulation of advertising that the regulations bring. On the contrary, architects and developers welcomed the change. The ministry then made comments and, under the threat of abolishing the regulations, requested their amendment. According to the city, however, it was not possible to meet the ministry's requests within the legal deadlines. At the moment the ministry abolishes the Prague regulations, it will, according to some, allow for the construction on green areas in Prague's housing estates, an increase in the number of billboards, and the introduction of advertising in the heritage reservation. However, the city leadership intends to prevent such cases as a participant in the proceedings. Prague councilors simultaneously declared in a December resolution that they would legally defend themselves against the steps of the MMR. The city will decide on further actions only when the ministry abolishes the regulations, said the deputy.
