Rožnov pod Radhoštěm - The project documentation for the construction of the Cultural Center in Rožnov pod Radhoštěm in the Vsetín area contains serious deficiencies. According to the city leadership, this arises from the initial conclusions of an assessment that the city commissioned from experts at the Brno University of Technology (VUT). The city received the assessment at the beginning of this year. The document will now be thoroughly studied by the city leadership, and any defects in the project will be discussed with the project's architect, said the spokesperson of the Rožnov town hall, Petra Graclíková, today.
The document is more than 230 pages long and was prepared by 12 experts. "We have completed a preliminary review, but a complete analysis of the document will take some time. According to the initial conclusions, however, the project documentation contains serious deficiencies. Some of these were also pointed out to us during construction by the construction company Navláčil, and I must admit that they were right in a significant portion of the remarks. The deficiencies that have emerged from the assessment so far will be discussed with the author of the project this week, and we will request corrections or a redesign of the documentation to ensure a flawless project so that we can build safely," stated the mayor of the city, Jan Kučera (Independent Rožnovaci).
Building a cultural center that could not be approved or that would not meet the conditions for funding is, according to him, unacceptable. "We have extended the possibility of drawing a 120 million crown subsidy until 2027, which gives us the opportunity to adequately prepare for the construction of the cultural center and potentially reduce its cost,” Kučera stated.
The Zlín construction company Navláčil began constructing the Cultural Center in Rožnov last spring, which was supposed to be the largest investment project of the city in recent years. The construction was to cost over 320 million crowns, and the city took out loans for this reason. The company disagreed with the city leadership on changing the subcontractor for the timber structure. It also pointed out deficiencies in the project documentation and demanded an increase in the price for the main construction. In November, it withdrew from the contract, and in December, the city agreed with the company to terminate the contract. The foundation slab is completed. At the end of the year, the city ordered an evaluation of the project documentation for the construction of the Cultural Center from VUT in Brno. The city councilors also approved a declaration in December confirming the intention to continue with the cultural center project.
