Rožnov pod Radhoštěm - The town hall in Rožnov pod Radhoštěm in the Vsetín region has approached six candidates who applied for the public procurement for the construction of the Cultural Center and met the qualification requirements to submit preliminary offers. The contract includes the construction part of the building, including interiors and technical and technological installations, the town hall spokesperson Adéla Kousalová announced today. The deadline for submitting preliminary offers is set for mid-January of next year.


"We have completed the first stage, which is the assessment of the suitability of the companies that applied for the procurement procedure. Companies had to demonstrate their ability to carry out works of similar size, their ability to execute buildings with wooden load-bearing structures, and also their ability to construct energy-efficient buildings, so-called passive houses," said deputy mayor Markéta Blinková (ODS). One of the seven candidates did not submit the required documents and was therefore excluded from the procurement procedure.

"The preliminary offers will include both the price for the work and a proposal for dealing with potential risks associated with the construction," Blinková stated. Discussions regarding the submitted preliminary offers will take place with interested parties from mid-January. This will be followed by instructions for submitting final offers. The financial limit for the offers is set at 279 million crowns. The city has obtained a grant of 120 million crowns for the center.

"Colleagues from the investment department are concurrently preparing subsequent contracts, such as for equipping the center with audio-visual technology or stage technology in the form of stage lighting, stage outfitting, or a mobile auditorium," Blinková added.

The construction of the cultural center began in the spring of the year before last by the Zlín-based construction company Navláčil. The company disagreed with the city leadership on changing the subcontractor for the wooden structure. It also pointed out deficiencies in the project documentation and requested a higher price for the main construction. In November of the year before last, it withdrew from the contract, and the city agreed with the company to terminate the contract.

The city then commissioned the Brno University of Technology to assess the project documentation for the construction of the center. According to the assessment, there were deficiencies in the documentation. The project's author, Archteam project office, claimed to the city leadership that the documentation was flawless and that the issues raised by the city as defects in the documentation would be incorporated as amendments. In mid-April of last year, it submitted the revised documentation. The city then had an expert assessment conducted on the revised project documentation, which reportedly still presented defects according to the city.

The city leadership subsequently agreed with Archteam that the author's supervision would transfer to architect Karel Janča. The city council approved the announcement of a public tender for the construction of the Cultural Center this summer. Companies will have access to the project documentation, which they will review and gradually complement. The contractor will assess the risks arising from the expert assessments and evaluate what needs to be remedied based on the granted license. However, the main features of the project will be preserved.
