Rožnov pod Radhoštěm - The councilors in Rožnov pod Radhoštěm in the Vsetín region have approved the announcement of a public tender for the construction of a Cultural Center. If everything goes according to the preliminary schedule, the city should know the contractor for the main construction no later than this autumn. This was communicated today by the city hall spokesperson Petra Graclíková. Construction is planned to begin next spring. The construction of the center stalled two years ago; the foundation slab is completed.


"The city has prepared a tender procedure for the public contract, in the form of a negotiation procedure with publication and elements of Design and Build, which will be launched in the coming days. Companies will have access to project documentation, which they will review and gradually complete. However, discussions will be held with the contracting entities about details before the final offer," the spokesperson said. The financial limit for bids is set at 279 million crowns.

"We want and need a cultural center in the city. We will build it functionally and safely. We promised that, and we will deliver. I am glad that we have taken another step forward, and I believe that we are fully prepared to bring the Cultural Center to a successful completion," said Mayor Jan Kučera (Independent Rožnov Residents).

Construction on the Cultural Center began two years ago in the spring by the Zlín-based construction company Navláčil. It was supposed to be the largest investment project in the city in recent years. The company did not agree with the city administration on changing the subcontractor for the wooden building. They also pointed out deficiencies in the project documentation and demanded a higher price for the main construction. In November two years ago, they withdrew from the contract, and the city agreed to terminate the contract with the company.

The city then commissioned the Brno University of Technology (VUT) to assess the project documentation for the center's construction. According to the assessment, there were deficiencies in the documentation. The project author, Archteam design office, according to the city administration, stated that the documentation is free of defects and that the issues raised by the city as deficiencies would be incorporated as additional. In mid-April last year, they submitted revised documentation. The city then had an expert assessment of the revised project documentation conducted, and deficiencies were still noted by the city.

The city administration then agreed with Archteam that the author supervision would be transferred to architect Karel Janča. It will be the responsibility of the new contractor to verify the disputed parts of the project documentation and to reproject it. However, the main features of the project will be preserved. The city obtained a grant of 120 million crowns for the center.
