Rožnov pod Radhoštěm - The representatives of Rožnov pod Radhoštěm in Vsetín approved an agreement for settlement with the supplier of the project documentation for the Cultural Center, the Brno-based company Archteam projektová kancelář. The city thus acquires a license for the reworking of the project documentation by a new supplier, the deputy of Rožnov's town hall informed ČTK today.


Archteam's insurance company reimbursed the city of Rožnov for damage amounting to 466,393 crowns resulting from defects in the project. The city is expected to receive further compensation in the future for the costs related to reworking the disputed parts of the project, designated as risky, the town hall representative stated. Construction of the center was halted two years ago, and the foundation slab is completed.

"For two years, the construction of the Cultural Center in Rožnov has been on hold. Due to a flawed project, which has been confirmed by two expert opinions and currently also by the supplier's insurance company, which reimbursed us for the incurred damage, we currently have only the foundation slab," said Mayor Jan Kučera (Independent Rožnov Residents). "I am glad that we have reached an agreement with the project documentation supplier, Archteam projektová kancelář s.r.o., to minimize mutual cooperation, and that we can move forward after two years. Currently, we have the opportunity to construct the Cultural Center in Rožnov safely without additional costs," the mayor added.

Construction of the Cultural Center began in the spring of two years ago by the Zlín construction company Navláčil. It was intended to be the largest investment project in the city in recent years. The company disagreed with the city management regarding the change of the subcontractor for the wooden structure. It also pointed out deficiencies in the project documentation and demanded a higher price for the main construction. In November of last year, it withdrew from the contract, and the city reached an agreement with the company to terminate the contract.

The city then commissioned an assessment of the project documentation for the center's construction from the Brno University of Technology. According to the assessment, there were deficiencies in the documentation. The project's author, Archteam projektová kancelář, according to Rožnov's management, stated that the documentation was flaw-free and that the demands raised by the city as defects in the documentation would be incorporated as additions. In mid-April last year, they submitted the revised documentation. The city then had an expert evaluation conducted on the revised project documentation, which still contained deficiencies according to the city.

The city management then agreed with Archteam that the authorship supervision would be transferred to architect Karel Janča. The city council approved the announcement of a public tender for the construction of the Cultural Center this past summer. Companies will have access to the project documentation, which they will review and gradually refine. The construction contractor will assess the risks arising from the expert opinions and evaluate what needs to be repaired based on the granted license. "As of September 17, we have received a total of seven applications to participate in the procurement procedure. Within about a week, a formal review will take place, and candidates who meet all qualification requirements will be invited to submit preliminary bids," said Deputy Mayor Markéta Blinková (ODS). The main features of the project will be preserved. If everything goes according to the preliminary schedule, the city should know the main construction contractor by the autumn of this year. The city received a grant of 120 million crowns for the center.
