Brno - The proposal for the zoning plan of Brno will be prepared by the Office of the City Architect of Brno (KAMB). This was decided by the council today. According to the Deputy Mayor Martin Ander (SZ), this is a suitable solution considering that four years ago the city established this contributory organization also to participate in the preparation of the plan. The city will now prepare a contract, which it plans to sign with KAMB in about a month, and the preparation of the proposal is expected to take 12 to 14 months, Ander said at a press conference.
The city needs a new zoning plan both for its development and because the law requires it to have one by the end of 2022. "This involves thousands of pages of text and maps. Experience from large cities shows that the plan will need to be discussed with the public in two rounds, and then the comments will need to be incorporated. The plan could thus be issued at the beginning of 2022," said Ander. The current plan is from 1994 with many updates and no longer meets the needs of the city.
In June, the city council approved so-called guidelines for the preparation of the proposal. They are based on a developed proposal that was started in 2010 by the architectural office Arch Design and completed in 2013. "We agreed that they would not continue," said Ander.
According to him, it will essentially be a new zoning plan. The developed plan had several variants, with a different proposal for the use of development areas in each concept. According to the approved guidelines, only one use is to be selected for each area, the deputy stated.
"However, the new zoning plan will primarily be different in that the regulations for construction will look different than before. Instead of an index of floor space, which determined the maximum number of floors of buildings and which some developers tried to circumvent in various ways, a specific type of development and its maximum and minimum height will be designated for each area," said Ander. It will thus be clear where single-family homes, apartment blocks, or dispersed development will be located. At the same time, there is an effort to make the plan more flexible so that it does not have to be updated for every minor detail.
The assignment of the city architect's team also makes sense according to Mayor Petr Vokřál (ANO). "The Office has built an excellent reputation through excellent work and has capable members in its team. We expect the team to expand further. The city is increasingly utilizing its services for urban planning and architectural matters," Vokřál stated.
