Rožnov pod Radhoštěm - The project documentation for the Cultural Center still has flaws even after repairs, according to a report from the expert institute of the Faculty of Civil Engineering at the Brno University of Technology (FAST VUT). The report was commissioned by the municipality in Rožnov pod Radhoštěm in the Vsetín region, and it was received at the end of last year. According to the preliminary analysis of the report, there are still deficiencies in the project documentation, and the severity of these deficiencies remains an open question, stated Mayor Jan Kučera (Independent Rožnov Residents) in today's press release.
The construction of the center, costing more than 360 million crowns, was halted two years ago, and the foundation slab has been completed. The construction of the Cultural Center was started in the spring of two years ago by the Zlín-based construction company Navláčil. It was supposed to be the largest investment project in the city in recent years. The company disagreed with the city management over the change of the subcontractor for the wooden structure. They also pointed out deficiencies in the project documentation and requested an increase in the price for the main construction. The company withdrew from the contract in November two years ago, and in December the city reached an agreement with the company to terminate the contract.
The city then commissioned an assessment of the project documentation for the construction of the center from the Brno University of Technology. Last January, the management of Rožnov stated that according to the initial conclusions of the report, the project documentation contains serious deficiencies. The author of the project, the company Archteam project office, according to the management of Rožnov, claimed that the documentation is without flaws and that the requirements raised by the city as flaws in the documentation would be addressed as additional requirements. In mid-April, they submitted the revised documentation. The city subsequently decided to have an expert assessment of the amended project documentation done by VUT, and based on the results, it will decide on further progress with the construction of the center.
A meeting between the architect, representatives of the city, and the expert institute of FAST VUT is scheduled for next week. "According to the preliminary analysis of the report, the project documentation still contains flaws, and the severity of these flaws remains a question. It will be crucial to have the joint meeting in the second half of January. Based on the results, we will decide how to proceed further. We want and need a cultural center in the city, and it still stands that we will build it of high quality and safely," said Kučera. The city will publish the report on the project documentation after the meeting; it is currently under analysis.
