Brno - The South Moravian regional council has selected the contractor for the Principles of Spatial Development of the South Moravian Region. The chosen consortium consists of the Urban Planning Center Brno and Atelier T-plan. The documentation is expected to be completed by the end of 2016, informed the spokesperson of the South Moravian Region, Denisa Kapitančiková. In the last two years, the South Moravian Region has faced issues, as the Supreme Administrative Court annulled the principles due to insufficient assessment of the environmental impact and health effects on residents. "We already started preparatory work last year. The council approved the Assignment of the Principles of Spatial Development of the South Moravian Region with votes from members of all political clubs. We have been in discussions with the affected municipalities," stated Governor Michal Hašek (ČSSD). According to him, the region will strive for the most transparent process, which will result in new principles. It will primarily establish the basic requirements for efficient and economical spatial arrangement of the region, define areas or corridors of supra-local significance, and determine the requirements for their utilization. "Especially for areas or corridors for public interest constructions and public interest measures, it will set criteria for decision-making on possible variants or alternatives for changes in their use," Kapitančiková noted. According to her, the purpose of the project is to develop the Principles of Spatial Development of the South Moravian Region (ZÚR JmK) and to evaluate their impacts on sustainable development of the area, which relies on a balanced relationship of conditions for a favorable living environment, economic development, and community cohesion. This is precisely what the South Moravian Region has previously suffered from. The Supreme Administrative Court annulled the ZÚR JmK two years ago due to insufficient assessment of the cumulative and synergistic effects on the environment and the health of residents. Although the region defended itself with a constitutional complaint, last year the Constitutional Court rejected it.
