Brno - Representatives of the South Moravian Region will begin visiting individual districts on Monday to discuss the variants of the newly created principles of territorial development (ZÚR) with mayors. By the New Year, it should be clear what the individual variants will look like and which ones will be discussed again. In May next year, the councilors should select one variant according to which the territorial development of the region will be governed, but even that may not provide a definitive answer to the routing of all linear construction projects, said Deputy Governor Antonín Tesařík (KDU-ČSL) to ČTK today. The region continues to create new ZÚR, as the Supreme Administrative Court annulled them more than two years ago. Among other reasons, this was due to the region's insufficient assessment of the overall impact of all road constructions on the environment and public health. The new document aims to provide answers primarily regarding the routing of contentious roads and highways. This concerns the R43 road from Brno to the north, the extension of the R52 from Pohořelice to the Austrian border, the R55 from Břeclav to Přerov, and also the planned connections of highways D1 and D2. The discussions surrounding roads around Brno fundamentally involve a dispute between Brno on one side and the surrounding municipalities on the other. While Brno needs to divert transit traffic, the surrounding municipalities do not want to allow any disruption of the current state. "Next week we will hold meetings with mayors, and various comments will need to be incorporated by the creators into the final versions of the individual variants. In January, we will publish these variants on the official bulletin board, and municipalities and individuals will be able to express their opinions. The region must process the comments and I would like to present the variants for voting at the May council meeting," said Tesařík. It will then be possible to comment on the resulting variant again before the final form is approved. However, he pointed out that it will not be clear for all linear constructions according to the ZÚR where they will lead. "For some, it will be necessary to conduct additional studies and assessments. This situation can be resolved with a territorial reserve until a final solution is reached," Tesařík stated. He cited the so-called Křenovice railway connection as an example. Its final form is dependent on the decision regarding the location where the Brno railway junction will be reconstructed. Municipalities are impatiently awaiting the ZÚR, as they need to know where the linear routes of interregional significance will lead. The state is also waiting, as it cannot build roads, such as the long-awaited highway to Vienna, without development principles.
