Prague – Approximately 500 out of 1400 building offices and relevant authorities have not yet logged into the Information System for Building Permits (ISSŘ). Without logging in and properly setting up roles for officials, it is not possible to operate in the system. The Ministry for Regional Development (MMR) has therefore called on offices and relevant authorities to connect to the system and offered them assistance with categorization and role setting. This follows a press release published on the MMR's website and additional data from the ministry.
According to the ministry, the ISSŘ meets the demands imposed by the new building law. The builder can send applications and documentation digitally, and the building office can accept, process, and conduct the building proceedings. However, proper registration of the building office or relevant authority and the assignment of roles to individual officials is a prerequisite.
For the digitalization of building proceedings to function properly, all organizations affected by the law need to log in. The majority of the 500 unregistered are relevant authorities. Deputy Prime Minister and Minister for Regional Development Ivan Bartoš (Pirates) previously stated that the problem with role setting is the most common issue for which officials seek help from the ministry's technical support.
The MMR reminded officials that a person acting as both a building and relevant authority must have two separate so-called JIP/KAAS accounts. JIP stands for the unified identity space, which is a secure directory of public authority entities and user accounts. KAAS means Catalog of Authentication and Authorization Services and allows for identity verification and making some adjustments, for example. Additionally, according to the MMR, local administrators should set up the capability for officials to receive documents from the builder's portal so that other individuals can also pick up and hand over documents.
"Any issues with delivery to the building offices and relevant authorities are handled individually. This may involve errors on the part of the system or incorrect submission procedures," said MMR spokesman Petr Waleczko.
However, according to him, it is still too early for an objective evaluation of the digitalization system. There are about 1400 involved organizations, up to 13,000 officials, and thousands of builders accessing the same data. Furthermore, officials are burdened with paper applications submitted before July 1. The building offices employ about 4500 officials, while approximately 7500 work at the relevant authorities.
Since July 1, users have submitted over 4200 applications through the builder's portal. These do not necessarily only include applications for building permits, but also requests for occupancy permits or assistance. Officials in the ISSŘ have begun working with 2300 of them. In the system, they have created 5900 documents, and out of 1900 proceedings, offices have completed 200. These include matters such as land division and consolidation or occupancy permits.
According to the ministry, over 1000 officials participated in training webinars in July. Most of them connected online, while 170 attended in person at three sessions in Prague and Jihlava. The MMR is also preparing a more detailed manual describing the conduct of various types of proceedings in the new system. It anticipates releasing it on Friday.
