Brno - The representatives of the South Moravian Region have selected a contractor for the land-use study, based on which the regional land-use development principles are to be updated, thus definitively resolving the routes of key highways and roads in Brno and its surroundings. The study will be prepared by the architectural office knesl kynčl architekti from Brno, the spokesperson for the region, Monika Brindzáková, stated in a press release.
Councillor Martin Maleček (Mayors for South Moravia) would like the update to be completed by the end of the electoral term in 2020. The study is expected to be completed in 12 to 15 months, and it is necessary to carry it out because the previous regional administration pushed through the approval of the regional land-use plan with several land reserves and unresolved transit traffic.
The study will offer an opportunity for a more detailed evaluation, will be prepared at a scale of 1:25,000, and will assess the mutual spatial and functional coordination of three specific projects. These include the location of the D43 highway from the D1 highway to Kuřim, the investigation of the need for a southwestern bypass, and the improved connection of the D1 highway in the section Brno-Slatina - Holubice. The study will examine the impacts of these projects, verify and specify the conditions for the placement, functionality, and feasibility concerning environmental impacts and human health.
The results of the study will then be reflected in the update of the land-use plan, which must go through the standard process according to the building law. Maleček previously stated that 2020 is a possible deadline, but only if the preparation of the study and the subsequent administrative process of the update proceed smoothly. However, in the past, land-use planning has been challenged by numerous citizens, civic initiatives, associations, and municipalities, and it is still possible that the current principles will be contested by someone in a lawsuit.
