Pardubice – Pardubice entrepreneur Miloš Holeček won the first round of the court case against the city. He is disturbed by noise from the sports field, which is near his villa in Na Špici park. He illegally built the villa years ago and only legalized it thanks to the leniency of the city hall, the server lidovky.cz reported today.


"I absolutely do not understand how the court could decide as it did. Mr. Holeček knowingly built illegally in a place where noise can be expected, and now he is defending himself against the fact that there is noise there," said the mayor of Pardubice, Jan Nadrchal (ANO).

Years ago, the building authority considered whether to have the illegal construction demolished and worked on issuing a demolition order. Ultimately, in May 2014, the councilors approved a change to the zoning plan by just one vote, which saved the large house with its facilities. At that time, Holeček was assisted by lawyer Silvie Georgievová, who lobbied for her client.

Holeček has long been fighting for greater peace in the park and for the organization of loud events, including the Sports Park, to be halted. In 2020, he had the noise level measured in the area. He later sued the city. According to the currently non-final decision of the district court, Pardubice must prevent the noise from spreading from the sports field. According to the ruling, the intrusion of noise onto Holeček's property causes health problems for him and his wife, and they have developed post-traumatic syndrome. The city has appealed against the verdict.

Holeček owns a large number of plots and properties in Pardubice and the surrounding area. The villa in the park is not the only problem that the entrepreneur has or has had with the city hall. For instance, in 2020, he temporarily stalled the preparation for the construction of the northeastern bypass of the city. He appealed against the issued building permit. Among other things, he complained that the project lacked exits to the plots that he co-owns. He also argued that the zoning decision for the construction had lost its validity even before the building permit was issued. He claimed that the best solution would be to cancel the building permit. Ultimately, the construction of the road from Polabiny to Dubina proceeded despite his objections and appeal.
