Pardubice - The Pardubice City Council will vote on a change to the zoning plan, said villa owner Miloš Holeček today to ČTK. He claims he has found a council member who will present the proposal for the change to the zoning plan. Holeček's house stands without a building permit on land not designated for construction. A change in the zoning plan could help him. However, he needs the votes of 20 out of 39 council members.
     The Supreme Administrative Court has already ruled on the demolition of the villa, and the entrepreneur has a deadline to remove the building.
     The Pardubice leadership stated last week that they have no information about anyone planning to present a proposal for the change to the zoning plan in the council. At least no one from the chairs of the council clubs mentioned it at the meeting with the city leadership. However, any council member can present the proposal.
     "I do not want to reveal the name of the council member yet, but the voting on the change to the zoning plan will happen once again," Holeček told ČTK. The next council meeting is scheduled for May 15.
     In the case of a change to the zoning plan, the land on which Holeček's house stands could be changed to an area designated for construction, allowing the entrepreneur to retroactively apply for a building permit. However, Holeček is also preparing for another solution - to move the villa a few meters so that it does not stand in the "recreational green" area.
     "This is the last possible solution. I have already inquired about it. They say it would cost about 1.2 million crowns. I do not have the project yet; I will address it depending on how the council meeting goes," Holeček told ČTK.
     Holeček built the villa without a building permit in the Na Ležánkách locality near the confluence of the Elbe and Chrudimka rivers. Part of his land is designated as recreational greenery in the Pardubice zoning plan. Therefore, the city could not issue a building permit.
     If the builder does not comply with the demolition order after the deadline, the city must carry out the demolition by law. Before the actual demolition, a project and demolition work, including a budget, must be prepared. The costs for this execution would be covered by the villa owners, whose value is about ten million crowns.
