Brno - MP Karel Rais (ANO) is trying to negotiate for an extension of validity for old zoning plans. They are set to expire on January 1, 2021, and some cities like Brno, Prague, or Mladá Boleslav will not be able to prepare a new plan by then. Rais said this to reporters today in Brno. According to him, this would cause problems and halt construction. Therefore, he proposes an amendment to the building law to allow an exception and keep the plans valid until the end of 2025. He will seek support from MPs from Brno and the surrounding areas.


According to Rais, cities are facing problems and cannot meet the original deadline by the end of 2020 due to the previous inertia of the regions in issuing the overarching documentation. "For example, Brno can be mentioned, where the previous inactivity of the South Moravian Region played a negative role," Rais stated. Until last year, the region did not have valid principles of urban development because they were annulled by a court in 2012, and since then it had been working on new ones. The former council approved the principles only last October, two days before the elections. Brno had previously claimed that it cannot begin working on a new zoning plan when the regional principles that it must follow are not finalized. The region, on the other hand, claimed that the city could start drafting the plan. The Minister for Regional Development, Karla Šlechtová (for ANO), also told ČTK in the past that the amendment to the building law allowed work on the Brno plan in the absence of regional principles.

The Brno plan was created in 1994. "According to the building law, a municipality's zoning plan approved before 2007 will lose its validity on January 1, 2021. We are currently discussing with MPs of political parties and movements based in Brno and its surroundings to negotiate a compromise deadline for the exception to extend the zoning plan's validity until the end of 2025," Rais said. According to him, the proposal could be supported by MPs from ČSSD, he is unsure about the stance of the Christian Democrats and will also negotiate with ODS. ČTK is seeking their comments.

Brno will only begin working on its zoning plan. This year, it will prepare a vision for the spatial development of the city, which should be one of its basic foundations. According to the mayor's deputy, Martin Ander (SZ), the plan could be completed around 2022.
