Olomouc – The Office for Representation of the State in Property Matters (ÚZSVM) today morning initiated the fourth round of electronic auction for the sale of the extensive Hanácké barracks complex in the historic center of Olomouc, which has not been sold in the electronic auctions held in September, November, or this January. The minimum price has been reduced from 262 million to 249 million crowns. The auction will end on Wednesday at 10:00 AM. ÚZSVM is also negotiating with the regional government about the possible temporary use of the Hanácké barracks for the establishment of a regional assistance center to aid Ukraine. This was stated today by ÚZSVM spokesperson Michaela Tesařová in response to a CTK inquiry.
The auction could begin because at least one interested party submitted a deposit of 25 million crowns by the stipulated deadline. "For the auction to be successful and yield a winner, there must be at least one bid, at least at the minimum announcer price, which is 249 million crowns. Subsequent bids must increase the amount by at least 100,000 crowns," Tesařová stated.
The Hanácké barracks have been on the list of identified locations for the upcoming regional assistance center for Ukraine since the onset of the Russian attack on Ukraine, which is set to cover all basic services for incoming refugees. "Therefore, ÚZSVM is negotiating with the Olomouc region and the Fire Rescue Service of the Olomouc Region. ÚZSVM is also capable of providing basic office equipment so that the Hanácké barracks can create the necessary support not just for the workers of the assistance center," Tesařová added.
If a bid is placed in the current electronic auction, ÚZSVM will not immediately conclude a purchase agreement for the Hanácké barracks complex with the potential auction winner. "We will enable the operation of the assistance center for as long as necessary," the spokesperson noted.
In the third round of the electronic auction in January, only one interested party registered, but did not place a bid. The previous two rounds of bidding had similar outcomes. ÚZSVM informed Palacký University in Olomouc about the auction results, as the university had previously expressed preliminary interest in a direct purchase of this complex. Palacký University spokesperson Egon Havrlant told CTK in January that negotiations regarding the Hanácké barracks should continue.
The Hanácké barracks were used by the military for 170 years and have been empty since 2013. The building of the Hanácké barracks has an office area of over 2,000 m². Originally, there were considerations for relocating hundreds of public office workers currently based at multiple locations in Olomouc. However, according to the Ministry of Defense, further use for state officials would be more costly than selling it and potentially building a new administrative headquarters.
In 2014, the Olomouc region expressed interest in the building of the Hanácké barracks, planning to use it for museum and library archives, offices for organizations managing European grants, and a store for regional foods. Ultimately, the regional government abandoned this intention.
