Prague - The Civic Monitoring Association has filed a complaint with the municipal building department regarding the "Marshmallow." They want it to review the zoning decision made by the building authority of Prague 1, which approved the construction site, as reported on their website. The new building, which is to rise next to the Agnes Monastery in the historic center of Prague, still needs to obtain a building permit after the zoning decision. The investor has been negotiating with the authorities for 17 years.

The complaint relates to the zoning decision made by the building authority, which became legally binding in mid-June of last year. The association argues that the investor must own or have properly secured the land for construction through a contract. However, according to Civic Monitoring, the lease agreement with the municipality is invalid. They refer to information from the municipal property department about unpaid rent.
The association has also protested the planned new building with the Ministry of Culture. According to earlier statements from the Minister of Culture, Daniel Herman (KDU-ČSL), filing a complaint was necessary for the ministry to address the building.
Praga Progetti e Investimenti applied for a building permit last December. Opponents of the construction refer to the negative stance of the Ministry of Culture and comments from the National Heritage Institute. However, the project previously received approval from municipal preservationists. Critics argue that the six-story, multi-colored building with a façade resembling faces is unsuitable next to the 13th-century monastery. Additionally, according to critics, its underground garages will interfere with the groundwater level.

In recent days, the building has sparked protests from hundreds of people. They gathered in April in front of the Prague 1 office and last week at a discussion evening at the monastery complex. Proponents of the project argue that they want to enrich the city's center with quality architecture. The building was designed by architect Zdeněk Fránek, and the project has changed several times.
