Přerov - The reconstruction of the future seat of the magistrate, the five-story office building Emos on TGM Square, will be carried out by the Prague company VCES for 359.5 million crowns. The company competed for the extensive renovation, which will be the largest investment by the city in recent years, in a tender. It offered the lowest price and also respected the established tender conditions. Today, the representatives of Přerov decided on the selection of the supplier. The city obtained a grant of 167 million from the State Fund for Investment Support for the renovation of the building. According to the grant conditions, the property must serve its purpose in 2026.


According to Deputy Mayor Vladimír Lichnovský (ANO), there was great interest among companies for this public contract. The city received a total of 66 sets of inquiries. Ultimately, the city received five bids, which were evaluated by a seven-member committee. Originally, the city anticipated an amount of 300 to 312 million crowns excluding VAT. The company, which focuses on general construction supplies according to information on its website, offered a price of 297 million crowns without tax. According to Lichnovský, the selected company also has excellent references in the country and abroad.

The reconstruction of the Emos building has been planned by the city hall for several years. During that time, the original estimates for its reconstruction have more than doubled due to rising prices in the construction market. The contract price was the most frequent target of criticism from opposition representatives. "78 million has already been spent, the construction will cost 297 million crowns excluding tax, adding 20 percent legal permits for additional work, internal furnishing. The total price comes to 555 million crowns for me," stated representative František Hrabina (Prosperity). According to Deputy Lichnovský, however, some amounts do not reflect reality.

The costs were also criticized by representative Lenka Jüngling (Pirates). However, she eventually stated that the Pirates would not oppose, as they support the reconstruction of the building. Representative Miloslav Skládal from SPD criticized the city for not trying to reduce the contract price. "You only received offers, evaluated them, and that’s it. Such a cheap approach does not appeal to me,” stated the representative. According to Mayor Petr Vrána (ANO), however, negotiating the price when offers are submitted is not realistic.

The vacated building could begin reconstruction at the turn of the year. By 2026, a modern seat of the magistrate is set to emerge here according to the design of Anagram&Gruppa, which will include offices, meeting rooms, social facilities, and publicly accessible spaces in the hall. A café with a view of the city will also be part of the building, and an architecturally interesting feature is expected to be the staircase leading along the transparent façade.

The building is from the late 1960s and has long been the subject of criticism due to its appearance, which disrupted the historical look of the central square. The city purchased the property in 2020 for 38 million crowns with the aim of creating a new seat for the magistrate, which about 160 officials are to move into.
