Mělník - Mělník is preparing a new zoning plan, aiming to avoid sprawling development. The earlier proposal was criticized by some residents as it limited construction too much. City architect Martin Řehák is currently incorporating comments from the city and its citizens. The new proposal is expected to be presented by the city this summer. Milan Schweigstill (TOP 09), the deputy mayor of Mělník, stated this to ČTK. Approval by the council will not be possible until at least autumn.
First, authorities will express their opinions on the proposal, followed by the city's residents. "The discussion should be conducted precisely according to the law," the deputy mayor stated. According to him, the coalition does not want to expropriate anyone and Mělník will negotiate with each individual owner. "If there have already been some investments, it is almost certain that the land will remain buildable even in the new zoning plan," Schweigstill added.
On the other hand, if the land is a field, it may become an unbuildable area. "However, we do not cause any harm to the owner," the deputy mayor said. According to him, society currently does not adequately address the value of agricultural land and allows it to be developed with industrial buildings. The city also has enough areas that can be built on within the city and does not need to expand further outward.
Another trend should be the preservation of vineyards and their further expansion. However, this will depend on the landowners.
The new zoning plan is also related to the planned purchase of land that occupies about half of the park in the Mělník district of Mlazice from a private owner. This is intended to ensure the preservation of the park. In the currently valid zoning plan, these lands are designated for construction, while in the upcoming plan they will be designated as unbuildable areas. The city will pay over four million crowns for the land by 2017 and signed a contract for the planned purchase in December.
