Brno - Brno will begin looking for an investor in the coming months to build underground garages for 400 cars near the Janáček Theatre. The council has approved the conditions for the tender process. It will be in two phases. In the first phase, the city will find out if there are strong enough companies in the region that could build and operate the parking facility for 490 million crowns. In the second phase, if it takes place, the city will select a winner, said the mayor's deputy Oliver Pospíšil (ČSSD) to reporters today.
The garages have already been designed, and there is a valid zoning decision for them. "High costs are primarily due to the fact that it is a completely underground facility, and it wasn't easy to design how vehicles would access it," Pospíšil said. Construction will also require adjustments to the nearby intersection, which will increase costs.
The city is contributing land to the construction, which it will lease to the investor, and will encumber it with a servitude after obtaining the completion certificate. According to Pospíšil, the city is approaching the construction cautiously to avoid a situation where a company runs out of money and a deep hole remains in the park next to the theatre for years. The risk will be mitigated by a system of deposits that the company will have to put down during risky phases of construction. The council suggests a maximum deposit of 120 million crowns. The city will use the money if, for example, the investor enters insolvency proceedings, Pospíšil said.
The city will also require a deposit in the competition, prior to the application for the second phase. It will be 20 million crowns. The council is willing to consult and possibly change additional conditions for the second phase before it takes place, said the deputy.
There is a shortage of parking spaces in Brno, with approximately 4,500 missing in the center alone. The construction of the parking facility near the Janáček Theatre is the second project of its kind that the city is initiating. The first mass parking garages are expected to be built on Panenská Street next to the New City Hall.
