Brno - Brno will begin collecting requests for changes to the zoning plan on Monday, which will be discussed in an expedited manner, and it is expected that the city council could approve them in December. The collection period will last until November 16, said today to journalists the councilor for urban planning Petr Bořecký (ANO). Brno's zoning plan is nearly 30 years old, and a new proposal is being developed. According to Bořecký, however, it will be finalized in about two years, and therefore it is necessary to make the required changes to the old plan so that the city's development is not hindered.
"We must initiate changes by the end of this year in light of the existing building law, which requires us to standardize the zoning plan," Bořecký stated.
Interested parties can submit requests through a simple form found on the web portal. "Changes will definitely concern private investors, as well as smaller territorial units and larger areas. We will also collect requests from departments and city districts that want to build civic amenities and infrastructure, and so on," Bořecký said.
According to him, this could concern, for example, the Yellow Hill locality. "There is a request from the Masaryk Oncology Institute for the development of the entire area. The city has plans for a backbone communication route there and further construction is planned," Bořecký stated.
The suitability of the requested changes will be assessed according to several criteria. "The proposed changes must not affect initiatives stemming from the Principles of Territorial Development of the South Moravian Region. Furthermore, it will be assessed whether the changes can be processed in a relatively short time. We would consider it ideal if they were also in accordance with the new zoning plan," Bořecký added.
The city council was supposed to approve the draft of the new zoning plan in June. However, there were criticisms against it from the mayors of the city districts, and therefore the outgoing coalition of ODS, KDU-ČSL, Pirates, and ČSSD could not agree on its approval. Instead, the city council withdrew the proposal and sent it to the Office of the Architect of the City of Brno for further development. Currently, the city is led by a coalition of ODS, ANO, KDU-ČSL, and ČSSD, and instead of the Christian Democrats, ANO is in charge of urban planning.
The current zoning plan is from 1994 and does not meet the needs even after updates. In 2014, a major update was approved, but it was annulled a year later by the court due to the incomprehensibility of some decisions.
