Dear General Director,
We were pleased to note in the media that the new studio of Czech Television in Brno will be located in the municipal district of Líšeň. The task of the Czech Chamber of Architects is to care for the building culture and to cooperate in the protection of public interests in the fields of construction, architecture, and urban planning, as stipulated by Act No. 360/1992 Coll., on the practice of the profession of authorized architects and on the exercise of the profession of authorized engineers and technicians engaged in construction. Given that we consider this public contract to be significant, we would like to offer you our cooperation in seeking an appropriate approach to its implementation. The awarding of public contracts is one of the most important areas where public funds and public space are managed. It is therefore a pity and a disservice to the public interest that most of the project work is awarded to a narrow circle of participants. We would like to propose the announcement of an architectural competition for the future appearance of the building. Compared to other methods of awarding public contracts - public tendering, or some of the procurement procedures under the Public Procurement Act (Act No. 137/2006 Coll.), where participants submit price offers, prove their expertise, or provide references, an architectural competition allows for participants to present proposals for future solutions. These proposals can also be compared and assessed against each other, not only based on aesthetic criteria but also based on the size of investment costs for implementation, operating costs, impact on surrounding infrastructure, environment, etc. The purpose of the competition is to select the most suitable proposal based on a comparison of all obtained solutions and thus the capable authoring team. At the same time, the competition also provides an opinion from a qualified expert jury, consisting of both representatives of the investor and independent experts. Based on our own long-term experiences and information from similar organizations abroad, the Czech Chamber of Architects has come to the opinion that an architectural competition is a highly transparent, purposeful, and effective way to select the most suitable solution, and therefore we would like to offer you free consultations in preparing the competition conditions.
