Moravská Třebová - The construction of the follow-up care hospital in Moravská Třebová in the Svitavy region is experiencing a slight delay. The Pardubice region originally anticipated that construction would begin this fall, but it now seems likely to start in the spring of next year. The delay is due to changes in the construction documentation, aimed at keeping the price below the set limit of approximately 300 million crowns including VAT and technologies, said Governor Martin Netolický (ČSSD) to ČTK.


"There was a lack of mutual understanding on the part of the design office, which led to items we did not order and increased the overall cost of the construction," stated Netolický. He cites the roof garden and terraces, which are not essential for the hospital, as examples, along with some materials used or the alternative for the expensive air conditioning and recuperation system. Contrary to initial expectations, the construction will be more expensive due to the complicated foundations caused by worse geological conditions.

"The problem lies in the competition for contracts based on price. The one who prepared the study and project preparation is different from the contracted designer," Netolický said. According to him, the design office has already replaced the main designer at the request of the regional authority.

The project includes not only the hospital itself with 90 beds for follow-up care but also a catering operation, rehabilitation, and a biochemistry laboratory. Furthermore, there will be an emergency service station at the facility, including parking for ambulances. Netolický expects the completion of the construction around the middle of 2021.

The region operates the hospital in rented properties. Three owners of the company that owns it have also been employees of the hospital since 1994. The privatization of the buildings was stopped by the city in the 1990s; instead, it entered into a limited partnership with individuals and later sold its share. The region has not reached an agreement with private owners for the purchase of the current building, as the price was too high.

The hospital will be built on the site of the former children’s hospital department, which Moravská Třebová demolished. The city donated the land to the region. After the completion of the new hospital, the original facility will be vacated by the region. Until then, the regional authority has agreed to lease under favorable conditions.
