Prague - Councilor for Urban Development Martin Langmajer (Civic Democratic Party) questions the procedure by which the city wants to sell lucrative land on Rohanský Island. Architects are able to evaluate the projects better than the selection committee, Langmajer told ČTK. Seventeen candidates applied for the selection process for more than 200,000 square meters, and the selection committee composed of councilors and other city representatives recommended that three of them proceed to the second round.
Several committees are discussing the selection of a developer to build a new urban center on Rohanský Island, which will include residential buildings, services, hotels, offices, and green spaces. The selection committee, property committee, and the city development unit committee are all providing input on the sale. "I don’t think this is the right way, because the basic evaluation that one of the committees ultimately accepted was the conclusions of the city development unit," Langmajer stated.
According to the councilor, qualified architects from the city development unit are better able to evaluate the projects than councilors or representatives. "That is quite understandable," the councilor added.
Langmajer himself, along with councilors Petr Štěpánek (Green Party), Radovan Šteiner (Civic Democratic Party), and Markéta Reedová (SNK-ED), is a member of the selection committee that recommended to the council that the companies Consortium Rohan, Development Pobřežní, and Avenzo Vice proceed to the second round, where candidates are to submit a price that will be decisive. The committee consists of a total of 12 members and three experts with advisory votes.
From an urban planning perspective, the city development unit favored three candidates who also met the formalities. These candidates are to advance, but the committee's recommendation must be confirmed by the council.
Rohanský Island is also expecting other major changes. Areas that are not protected from flooding will serve for the relaxation of residents. For new greenery, sports, and recreation, the city wants to utilize about 60 hectares of local land. The historically filled-in arm of the Vltava River is to be restored, and Rohanský and Maninský Islands will be created.
According to plans, the southern part will have green areas with promenade paths and a viewpoint tower with a lighthouse. The northern part of the area with passenger ship ports is to serve for sports and recreation. There is to be a natural amphitheater with a stage on the water. Some elements are intended to be built from the funds obtained from the sale of the land.
Rohanský Island, like the entire Karlín it belongs to, was devastated by the catastrophic flood in August 2002. Now, this district is protected against potential repetition of natural disasters by barriers, the construction of which cost 626 million crowns. Most of the plots that the city offers in the competition are in the protected part of the island.
The island was formed after 1550 on the site of an old river deposition. During regulation, it was partially connected to the Karlín area and merged with Libeň Island to the east. The current name is derived from the name of the Prague councilor and master carpenter Josef Rohan, who bought the island in the middle of the previous century.
