Brno - The leadership of Brno, considering the state of emergency and its likely extension, has decided to set a new date for the public discussion of the draft spatial plan for June 17. It was originally scheduled for May 6. The deadline for submitting comments is also being moved to June 24. The city also wants to physically place the plans at the offices of all municipal districts so that people who do not want to study the proposal online do not have to go to the municipal office on Kounicova Street, stated councilor Filip Chvátal (KDU-ČSL) in a press release.


The city responded to the postponement at the urging of the Ministry of the Interior following a complaint from Petr Firbase, who represents part of the public in the discussion of various spatial planning documents in South Moravia. In the current state of emergency, where people are only supposed to undertake essential journeys, they do not have the opportunity to go to the municipal office to see the draft plan.

The city published the proposal according to the planned schedule on March 24 and is trying not to delay other steps considering that the plan must be issued by the end of 2022 at the latest. At the same time, this will open up space for further development of the city, as the current plan from 1994 with a number of updates no longer allows it to be fully possible.

According to Chvátal, the earliest possible issuance of the plan is also important for increasing investment opportunities not only in construction, which will be significantly needed after the current measures significantly dampening the economy.

It is also not possible to predict the end of the current restrictive measures; however, according to Chvátal, it is necessary, considering the further schedule of the preparation of the spatial plan, to discuss the proposal before the start of the summer holidays. "In cooperation with the leadership of the municipal districts and the non-profit sector, we will also do our utmost to simplify access to the draft of the new spatial plan. We will reach out to mayors with an offer to provide drawings at a readable scale and accompanying texts for display at their town halls. We are also addressing how to simplify the submission of comments and objections, or the signing of sheets by candidates for representatives of the public," stated Chvátal.

The second public discussion is now scheduled for the middle of next year. "An amended proposal will be discussed, in which we will already incorporate the update of the Principles of Spatial Development of the South Moravian Region, positions of the affected authorities, and objections and comments from citizens," stated Michal Sedláček, director of the Office of the Architect of the City of Brno, which processed the proposal.
