The winner of the Malovanka construction competition and the company that finished second "refused cooperation in concluding the contract," according to the documents for the council. The selection of the winner was accompanied by delays. The council hesitated for a month to make a selection. In 2012, the then leadership of Prague announced two competitions for construction and technology worth 1.1 billion crowns excluding VAT. However, they were never completed. The subsequent political representation, led by TOP 09, found that it could not find funds for the costly construction in the budget. This created a problem regarding where to manage the Blanka tunnel, which finally opened on Saturday after several delays. Therefore, last year, Prague hastily and provisionally equipped the existing dispatch centers. The council returned to the discussion about whether the city needs an operational center or not at the beginning of this year. In January, they postponed the decision. "We want to find out how necessary such a construction is," said Deputy Mayor Petr Dolínek (ČSSD) at that time. However, in May, they decided that construction would take place. The operational center will be created above the outlet of the Strahov tunnel where it connects to the northwestern part of the city ring road, which includes the Blanka tunnel. Local residents have repeatedly opposed the reinforced concrete building in the past. They hoped that the area would remain a green space. Among other things, the transportation dispatch center, which is currently located on Na Bojišti street and in Strahov, as well as the dispatch workplaces of the police, municipal police, firefighters, and emergency services, will move to the building.
