Hradec Králové - The hundred-thousand city of Hradec Králové could have a new zoning plan by 2025. The city has been working on it since 2010. Now the city hall has moved the creation of the zoning plan into the next phase. At the beginning of November, it received a revised draft of the zoning plan from the developer, and everything began to head towards its repeated public discussion. This is expected to take place in the first quarter of 2024, the city hall announced today.


So far, the city has been following the zoning plan from the year 2000, which was designed for a period of ten years. The adoption of a new zoning plan is among the priorities of the current city council coalition led by the Hradec Democratic Club and ODS.

In the past two weeks, the city hall reviewed the revised draft of the zoning plan and instructed its creators, the author association Tomáš Vymetálek Architects and architect Patrik Kotas, to remove several defects and unfinished elements. After the public discussion, there will be a resolution of any objections and comments.

The council could receive the zoning plan for what is called publication in 2025, but everything will depend on the course and outcome of the repeated public discussion. "The process of creating a zoning plan is one of the most complicated in the current legislative environment, especially when it comes to such an extensive area of Hradec Králové," said the deputy mayor for urban planning Adam Záruba (Change for Hradec).

The first public discussion of the zoning plan proposal took place in 2016. It resulted in several hundred objections and comments that the city had to address. They also had to update the evaluation of objections and comments made in 2012 regarding the public discussion of the alternative concept of the zoning plan.

The document of the zoning plan proposal for the repeated public discussion has about 1700 pages. The public discussion will no longer cover the entire draft zoning plan as in 2016. Only the substantial modifications made will be discussed. Objections can only be made to the amended parts of the zoning plan.

According to the city hall, the new zoning plan should create conditions for the development of transport and technical infrastructure, civic amenities, and take into account the protection of nature and the landscape. The proposal by Vymetálek and Kotas develops the current circular layout of the city established by the plan of Josef Gočár from the first half of the 20th century. The development axis is seen westward towards the Kukleny area leading to the D11 motorway.
