Hradec Králové has commissioned the preparation of a new urban plan

Hradec Králové - The Královéhradecké regional council today approved the preparation of a new zoning plan. The development and construction activities of the hundred-thousand-strong city should be guided by the new plan starting approximately from mid-2015, when the so-called issuance of the zoning plan should take place. The costs for the new zoning plan, which will be prepared by architects Tomáš Vymetálek and Patrik Kotas, will amount to about 20 million crowns.
     So far, the city and investors have been following the zoning plan from 2000, which was designed for a period of ten years. The councilors have made 83 amendments to this plan so far. The construction law from 2006 obliged the city to create a new zoning plan, according to which every city in the Czech Republic must have a new zoning plan prepared by the end of 2015 or must revise its current one. Hradec has decided to create a new plan.
     The work on the new zoning plan began in the autumn of 2009. An international urban planning competition for the conceptual design of the new zoning plan took place in the first half of 2010. Last June, out of 19 proposals, the city selected the conceptual design by architects Vymetálek and Kotas as the best. In the ongoing preparation and discussion process of the zoning plan, the city has recorded about 300 comments from the public and affected entities and institutions. The entire process of plan preparation should be completed by mid-2015.
     The design by Vymetálek and Kotas develops the current circular foundation of the city set by the plan of Josef Gočár from the first half of the 20th century. The development axis is envisioned to the west towards the Kukleny area towards the D11 highway. The plan also addresses the current inadequate transport connection between the center and Kukleny. The new plan should also more precisely define the structure of buildings that can be constructed in the given area.
     The designers will first work on the concept of the zoning plan. "When creating the concept, we will regularly consult it with the designers and after completion we plan various forms of concept presentation to the public," stated Deputy Mayor Jindřich Vedlich (TOP 09). The city will publish current information about the creation of the zoning plan on its website.
