Prague – Students, teachers, researchers, and the general public will be able to use older Czech publications free of charge over the internet for the next three years. This is made possible by a closed agreement between the National Library of the Czech Republic and the collective administrators Dilia and OOA-S, who represent the authors, for the continued accessibility of the digital content of works not available on the market. The licensing agreement will also allow for their accessibility during the years 2024 to 2026. This concerns more than 150,000 titles that are not available on the book market but are protected by copyright. This was reported today by the director of the National Library, Vít Richter.

"This is a significant support for making Czech written cultural and scientific heritage available in digital form and at the same time a key step in supporting education and research activities. A secondary effect is also support for authors in creating new works," Richter stated.

Registered library users will thus have full access to the digital content of contemporary Bohemian collections through the National Digital Library in the next three years. This mainly concerns Czech books published up to the year 2003.

Newspapers and magazines published up to and including 2013 will also be accessible. The license allows for their accessibility under the same operational conditions as during the years 2019 to 2023. These documents can be read but cannot be downloaded or printed. Thanks to systematic digitization of contemporary collections, the number of available documents will gradually expand.

Works not available on the market are accessible through the portal of works unavailable on the market. The available content will be provided by digital libraries operated by the National Library of the Czech Republic, the Moravian Library, the AV ČR Library, and the Study and Research Library in Hradec Králové. Further library involvement is being prepared.

A condition for access is that the reader must be registered at a library. Data on the works incorporated into the system are available through the web application List of Works Unavailable on the Market, which is also the national provider of data to the European Register of Works Unavailable on the Market of the European Union Intellectual Property Office (EUIPO).
