Brno – The Office of the City Architect in Brno is starting to work on the so-called Brno Building Regulations, the creation of which is made possible by the new building law. The regulations will take into account the character of the city and will establish more precise standards and requirements than national guidelines, assisting professionals such as designers. They could be in effect from July of next year, said the councilor for spatial planning and development, Petr Bořecký (ANO), to reporters today.
"Building regulations are always specific and necessary for a particular city because they are something between the building law and the spatial plan. They refine certain specific requirements of the city regarding both construction and public spaces," Bořecký noted. According to him, the regulations will specify, for example, how to plant street tree rows.
The authors of the Brno Building Regulations will discuss them with the relevant departments, municipal companies, representatives of city districts, building authorities, and the professional public, including architects and investors. They should be completed by July of next year. Given that the form of the national implementing regulation for the new building law, with which the text of the city building regulations will need to be coordinated, is not yet known, the schedule is still preliminary.
The regulations will adhere to the same principles as the forthcoming new spatial plan, Bořecký said. These include an emphasis on the quality of public spaces, the preservation and creation of multifunctional urban environments, and the retention and infiltration of rainwater. The document will also set conditions for the development of the city's territory in accordance with sustainable development trends and low demands on transportation and technical infrastructure. The wording of the regulations will be coordinated by Brno experts with their colleagues from Prague and Ostrava to avoid fragmentation and lack of clarity in regulation in large cities.
