Pardubice - Pardubice has announced a public competition for the third time, the winner of which will gain the right to purchase and develop a part of the former barracks at Hůrka. However, they must respect the existing study, which envisions residential buildings and civic amenities here. Interested parties can submit their offers by September 3, and in the autumn, the city could know the developer who will acquire the more than five-hectare plot for development, said Nataša Hradní from the press department of the city council.
The city hall decided to simplify the tender. "The previous competition assumed that the city would enter into a contract with the winner for the establishment of a building right. The developer would acquire the land only after completing their construction project on the plots. However, with the winner of the newly announced competition, we will conclude a contract for a future purchase agreement," noted deputy mayor Helena Dvořáčková (ANO). The city will sell the plots after the winner obtains a final administrative decision for their project and pays the city the purchase price. This is the decisive criterion of the competition.
The city offered the Hůrka complex in the competition last October, but only the company Pernštejn City expressed interest, intending to build residential buildings. It offered 29.2 million crowns for a part of the complex, nearly doubling the price compared to previous offers. However, according to the evaluation committee, it did not meet the technical qualification requirements. The city softened the conditions the second time and allowed that the participant in the tender could demonstrate the requirements not only through themselves but also through other controlled companies. However, Pernštejn City submitted one of the required documents late.
According to the conditions of the new competition, its winner must present documentation for zoning proceedings to the city for approval within 12 months of concluding the future purchase agreement. Within 24 months from the conclusion of the future purchase agreement, they should obtain a final zoning decision, based on which they will then be able to request the conclusion of a purchase agreement and effectively acquire the plots into their ownership. The developer should complete the construction within 72 months of the new owner being recorded in the real estate register. Failure to meet the conditions may result in contractual penalties for the investor, or the city may withdraw from the purchase agreement.
Before the economic crisis, in 2007, the company Eube sought the plots, intending to build a smaller housing estate there. After the economic recovery, the company Pernštejn City wanted to buy the land for 15 million crowns. However, the direct sale was twice rejected by the councilors.
In the past, Dušan Kačmarik from the company Altis CZ also expressed interest in developing Hůrka, and a group of other investors, including the company RD Rýmařov, declared a general interest. However, none of them entered the competition.
The city has owned the Hůrka complex since 1999. It has already sold part of it to entrepreneurs; in the former barracks buildings, there is, for example, a hostel as well as offices and operations of companies.
