Pardubice will cancel the competition for the sale of the Na Hůrkách area for the second time

Pardubice - Neither on the second attempt did Pardubice succeed in selling the area of the former barracks in Hůrka. The only interested party, the company Pernštejn City, submitted one of the required documents late during the public competition for the developer. Despite the unsuccessful course, the tender had at least a partial benefit, said ODS councilor Karel Haas to reporters today. Pardubice will discuss new conditions likely in June, Mayor Martin Charvát (ANO) told ČTK.

The entire procedure will therefore need to be canceled and repeated for the third time. According to ODS councilor Petr Klimpl, the next competition should have approximately the same conditions. The city council will discuss the cancellation of the tender on Thursday. Mayor Martin Charvát (ANO) told ČTK that the conditions were very strict, and potential applicants would find it difficult to obtain a loan from a bank. "We want to prepare softer conditions so that we can present a new proposal to the council in June on how to tender this area again," Charvát said.

The city offered Hůrka in the competition last October, but only the company Pernštejn City, which wanted to build apartment buildings, applied. According to the evaluation committee, however, it did not meet the technical qualification requirements. The second time, the city hall softened the conditions and allowed not only the participant of the tender to prove the requirements but also to utilize other controlled companies for that purpose. A condition was that the participant in the competition or its parent company had to have successfully completed at least one development project worth a minimum of 100 million crowns excluding VAT in the last five years.

The winner was to gain the right to build on an area of 5.5 hectares and subsequently purchase the land. For the right to build, the winner was to pay at least 28.5 million crowns, which is the price determined by the expert opinion. There was also a requirement to provide 100 apartments for rental housing for a period of five years.

Before the economic crisis, in 2007, the company Eube sought the land to build a smaller housing estate. After renewed economic growth, the company Pernštejn City wished to buy the land for 15 million crowns. However, the direct sale was not approved by councilors twice.

In the past, Dušan Kačmarik from the company Altis CZ showed interest in the construction of Hůrky, and a group of other investors, including the company RD Rýmařov, also declared general interest. However, none of them applied to the competition.

The city has owned the Hůrka area since 1999. It has already sold part of it to entrepreneurs; in the former barracks buildings, there are, for example, accommodations, as well as offices and operations of companies.
